STIMULUS PAYMENTS (ECONOMIC IMPACT PAYMENT)

The Internal Revenue Service ("IRS") has started issuing stimulus payments, also called "Economic Impact Payment." A non-filer is someone who has not filed taxes in 2018 or 2019, like recipients of Supplemental Security Income ("SSI"). If you have filed your 2018 or 2019 federal taxes or need to update your information, e.g., direct deposit, go to "Get Your Payment" on the IRS.GOV website.
Non-filers who (1) receive Social Security retirement, survivor or disability benefits (SSDI), (2) Railroad Retirement benefits, (3) Supplemental Security Income (SSI), or (4) Veterans Administration benefits AND have children, visit IRS.gov to apply for $500 extra per child by Wednesday, September 30 at 6:00 A.M. HST to get the $500 per child added with the current disbursement stimulus money. Otherwise, they will need to wait until tax filing for 2020.
If you are not required to file federal taxes, or cannot get an automatic payment for some reason, and still want to get your stimulus payment, you must provide your information to the IRS no later than November 21, 2020 6 P.M. HST. Provide the information through either a 2019 tax return, or through the IRS "non filer" tool. The tool will require the user to create an account, enter personal information like direct deposit information, verify your email, and submit the form. The IRS plans to issue all payments before December 31, 2020.

The IRS urges taxpayers who are owed a refund to file as quickly as possible. The payment deadline has been extended from April 15, 2020 to July 15, 2020. Payments will be deferred without penalties or interest.
State tax offices are closed to the public. However, USPS mail is still being processed in a timely manner. During the "15 days to slow the spread," state tax workers are expediting individual return processing in order to process individual income tax refunds. - Unfortunately, neither Hawai'i Tax Help, Goodwill, or AARP are providing low income tax help to new help. If you have received assistance from Hawai'i Tax Help, contact them to see if they will be able to assist this year.
