Court self-help centers and access to justice rooms
Only remote services are available for the court self-help centers statewide. Please call the appropriate phone number on your island. There are no staff on-site. Your call will be answered by an AmeriCorps Advocate who will connect you with the attorney.
- Kona: The Kona Court Self-Help Center will provide legal help to the West Hawaiʻi community on a pilot basis on Wednesdays (except holidays) from 11 a.m. to 1 p.m. Volunteer attorneys from the West Hawaiʻi Bar Association will provide limited legal information by telephone in areas such as landlord-tenant, family, and other district court matters. - Hilo: The Hilo Court Self-Help Center will provide legal help to the East Hawaiʻi community on a pilot basis Tuesdays and Friday (except holidays) from 11:15 a.m. to 12:45 p.m. Volunteer attorneys from the Hawaiʻi County Bar Association will provide limited legal information by telephone in areas such as landlord-tenant, family, and other district court matters. - Honolulu: The Honolulu District Court Access to Justice Room will provide legal help to the Oʻahu community on a pilot basis Mondays, Wednesdays, and Fridays (except holidays) from 9 a.m. to 1 p.m. Volunteer attorneys from the Hawaiʻi State Bar Association will provide limited legal information by telephone in areas such as landlord-tenant, family, and other district court matters. - Maui: The Maui Court Self-Help Center will provide legal help to the community on a pilot basis on Mondays and Thursdays (except holidays) from 10 a.m. to 1 p.m. Volunteer attorneys from the Maui County Bar Association will provide limited legal information by telephone in areas such as landlord-tenant, family, and other district court matters. - Kauaʻi: The Kauaʻi Court Self-Help Center will provide legal help to the Garden Island community on a pilot basis Mondays and Thursdays (except holidays) from 10 a.m. to noon. Volunteer attorneys from the Kauaʻi County Bar Association will provide limited legal information by telephone in areas such as landlord-tenant, family, and other district court matters. Requirements to enter the courts
No one shall enter Judiciary facilities if they:

- Have tested positive for COVID-19 in the previous for five days; have a fever, cough, shortness of breath or difficulty breathing, or other symptoms of respiratory illness or of COVID-19 as set forth by the Centers for Disease Control and Prevention (“CDC”), except where the DOH has advised that quarantine is not necessary; or are subject to an isolation or quarantine request or order by any public health official or licensed medical physician.
- All court users and employees shall wear cloth or disposable masks with a proper fit over the nose and mouth as described and recommended by the CDC, regardless of vaccination status, from the time they enter Judiciary facilities, while moving through common area in each of these facilities, and in the presence of others.

- Remote court hearings are open to the public. Parties, attorneys, and members of the public are advised to dress and behave appropriately.
First Circuit (O'AHU)
State District Courts on Oʻahu have reopened to individuals with official court business, such as court proceedings, and business with the Traffic Violations Bureau and Legal Documents Branch.

Civil cases are being conducted in-person at the Honolulu District Court. Civil cases at the ‘Ewa District Court, the Kāne‘ohe District Court, the Wahiawā District Court, and the Wai‘anae District Court will take place remotely by Zoom. If a party is unable to appear via Zoom, the party may appear in person. Failure to appear may result in default or dismissal. The following cases shall proceed as scheduled:
The online Court Document Drop-Off is available to submit petitions for temporary restraining orders, file written statements for traffic tickets, ask for license clearances, and other documents in civil cases. Self-represented litigants (i.e., parties without attorneys) in civil, criminal, criminal traffic, and temporary restraining order (TRO) cases shall submit documents electronically through the Court Document Drop-Off.
Access to the courthouse will be limited to those with official court business to ensure social distancing and promote health and safety for staff and court users. New measures have been implemented to to accommodate social distancing. Arrive extra early to allow time to part and possibly wait in line. Face coverings are required.

- Honolulu District Court: The Information Booth is closed for renovations until further notice. The Legal Documents counter on the third floor is open from 7:45 a.m. to 4:00 p.m.
- ‘Ewa District Court: 8:00 a.m. to 12:00 p.m.
- Kāneohe District Court: 8:00 a.m. to 12:00 p.m.
- Wahiawā District Court: 8:00 a.m. to 12:00 p.m.

Family Court Cases
- All hearings and trials will be conducted in person, unless video and telephone participation is approved by the Court.
- Child Support Enforcement Agency Appeals shall continue to proceed as scheduled.
- In-person appearances for the Kids First Program shall continue to be suspended until after April 13, 2021, but parties may be required to participate in online education/programing as directed by the Kids First Program.

All District Court proceedings will be heard in person, over the phone, or through video conferencing with Zoom. The Third Circuit Court will make every effort to allow for remote hearings where possible.

FIFTH CIRCUIT (KAUAʻI)
District Court has reopened as of June 1, 2020. All District Court proceedings will be heard in person, or remotely by phone or video conferencing, with precautions in place for in person proceedings.
Individuals may request in advance to appear at hearings remotely, but District Court commonly wants people to attend their initial court date in-person so they can participate in same-day mediation. Otherwise, Zoom will be utilized when requested and approved.
Individuals with an upcoming court date should call their attorney. Those without an attorney should call the following before coming to court:
